will be an aspect of its signature. Probing into this affair, as was done an Earth Day 1990, yields results which were utterly predictable yet were seemingly fraught with significance. The stewardship of this predictability looms in the imagination, defying a "clear" thought just like the words hate or compassion defy definition by reductive analysis. The human capacity for rapture, in its Franciscan, all-inclusive and broadest sense is simultaneously a desire for fulfilment and an invitation to anarchy. The idea of scale (local/global) must supercede the question of quality in order to bring our feelings into equilibrium with our experience.
 
The Digital Art Exchange (the DAX Group) of Carnegie Mellon University is an established organization whose experience and reputation spans a decade of activity (1980-1990). As a pioneer in the field of telematic activity the DAX organization has participated in numerous prestigious international exhibitions such as the Venice Biennale, 1986, The Museum of Image and Sound, Sao Paulo, Brazil, 1988 and Ars Electronica, Linz, Austria, 1989.
 
The word telematics was coined by Simon Nora in 1978 in his report to the President of France to describe the new electronic technology which finds itself at the confluence of computers and telecommunications. Telematics describes multiples of electronic processes: networking computer to computer, slowscan television, and the use of FAX machines. It wasn't until experiments by artists in the mid-seventies demonstrated the advantages of using interactive technologies that the idea of artistic interaction became a reality. The concept of interactive systems has erased the old boundaries of regionalism or nationalistic art. Telematics has created the possibility of a new setting for interactive participation between individuals and groups. Telematics provides a means for instantaneous and immediate dissemination of information granting the individual a choice between simple retrieval or intricate collaborative art events. Networking creates higher levels of caring and a sense of companionship through a global awareness resulting from interacting in a world community.
